On the evening of January 22, 2017, a powerful explosion shook International Paper’s Pensacola mill in Cantonment, Florida.

Residents reported hearing or feeling the blast miles from the plant. Emergency calls began reaching Escambia County dispatchers at approximately 7:38 p.m. Drivers near the mill encountered a dark, slippery substance covering parts of the road, while nearby homes, vehicles, trees, utility poles, and yards were coated with pulp material.

The explosion caused major structural damage inside the facility and forced the mill to stop operating. Remarkably, all employees were accounted for. No workers or nearby residents were killed or physically injured during the initial incident.

The absence of casualties became the most important fact of the night. The explosion nevertheless created a complicated industrial emergency involving damaged equipment, closed roads, environmental testing, residential cleanup, and uncertainty about the future of one of Northwest Florida’s largest manufacturing facilities.

The Explosion on January 22

The blast occurred inside the mill’s largest pulp digester, a large industrial vessel used during the early stages of papermaking.

International Paper initially described the event as a manufacturing process failure. The explosion seriously damaged the digester and parts of the adjacent powerhouse. Electrical service across the facility was lost, leaving a plant normally filled with machinery, lights, steam, and continuous activity unusually dark and quiet.

Escambia County Fire Rescue, the Escambia County Sheriff’s Office, Florida Highway Patrol, the State Fire Marshal, the Florida Department of Environmental Protection, and other agencies responded.

Emergency crews did not find a continuing major fire when they arrived. Their immediate priorities were confirming the safety of employees, controlling access to the area, identifying the material scattered outside the plant, and determining whether the incident posed a continuing danger to the public.

No residential evacuation was ordered. Roads near the mill were closed because the discharged material had made the pavement slippery and difficult to navigate.

A Blast Heard Across the Pensacola Area

The force of the explosion was not limited to the mill property.

People in communities across northern Escambia County reported hearing a deep boom or feeling buildings shake. Some accounts came from areas as far away as Pace and Warrington.

For nearby Cantonment residents, the first visible evidence was the material falling from the sky and covering surrounding property. Vehicles traveling on Highway 29 were struck by pulp and liquid released from the damaged digester.

Photographs taken after the incident showed cars covered in a thick brown or black coating. Roadways near the plant became slick, contributing to dangerous driving conditions. Florida Highway Patrol reported crashes in the area during the immediate aftermath.

Highway 29, Muscogee Road, and sections of County Road 95A were temporarily closed or restricted while crews inspected and cleaned the affected surfaces.

What Is a Pulp Digester?

A pulp digester is one of the central pieces of equipment in a kraft pulp mill.

Paper production begins with wood chips containing cellulose fibers held together by lignin, a natural substance that gives wood much of its strength. To separate the useful fibers, mills combine the chips with cooking chemicals and expose them to heat and pressure inside a digester.

The cooking process breaks down much of the lignin. The separated fibers can then be washed, processed, and converted into pulp used in paper, packaging, or absorbent products.

Industrial digesters are extremely large pressure vessels. They hold significant quantities of wood chips, chemicals, liquid, steam, and gases. Their operation depends on carefully controlled temperature, pressure, material flow, and ventilation.

The vessel involved in the Cantonment explosion was the largest digester at the mill. Its failure released a substantial portion of its contents and damaged nearby structures.

What Was the Black Material?

The material scattered over nearby roads and neighborhoods was a mixture of water, wood chips, wood fiber, and pulping liquor.

Part of that mixture was commonly called black liquor.

Black liquor is produced during the kraft pulping process. As cooking chemicals separate wood fibers, the remaining liquid contains dissolved lignin, organic material from the wood, and spent processing chemicals.

Its dark appearance explains the name. Although the word “liquor” is used, the material is an industrial process liquid and has no connection with an alcoholic beverage.

The substance can irritate the skin, eyes, and respiratory system. Officials instructed residents to avoid unnecessary contact, keep it away from their eyes and mouth, and wash affected skin with soap and water.

Anyone experiencing continuing irritation or respiratory symptoms was advised to contact a physician or visit an emergency department.

The Woodbury Neighborhood

The Woodbury neighborhood near the mill was among the areas most visibly affected.

Homes, cars, driveways, plants, fences, and trees were covered by the sticky mixture. Residents faced uncertainty about whether ordinary cleaning would be sufficient or whether soil, landscaping, pools, and exterior building surfaces would require more extensive work.

International Paper began a neighborhood outreach program after the accident. Representatives and contractors visited properties, documented damage, and arranged cleaning.

The response involved pressure washing homes and vehicles, cleaning paved surfaces, removing contaminated material, and assessing individual yards. Officials explained that every property could require a different approach.

Some areas could be cleaned from the surface. Other locations needed additional sampling or removal of material from soil and vegetation.

The cleanup was not completed in a single day. Crews remained in the surrounding community for weeks.

A Unified Emergency Response

International Paper and public agencies formed the Cantonment Digester Incident Unified Command to coordinate the response.

The group included representatives from:

  • International Paper;
  • Escambia County;
  • the Florida Department of Environmental Protection;
  • the Florida Department of Health;
  • the United States Environmental Protection Agency.

The unified structure allowed industrial specialists, emergency personnel, health officials, and environmental regulators to share information and assign responsibilities.

More than 100 contractors and response personnel were deployed during the first days of the cleanup. Teams went through affected neighborhoods, inspected properties, collected samples, and explained the process to residents.

The EPA supervised portions of the remediation work. Florida and Escambia County agencies monitored waterways, soil, vegetation, and air quality.

Road Cleanup and Testing

Cleaning the roads required more than spraying them with water.

Crews placed sand over the slippery pulp mixture so that it could be collected more safely. The combination of sand, fiber, and process material was then gathered, placed in containers, and transported to a controlled staging area at the mill.

Workers conducted pH testing after cleaning. This helped determine whether chemical residue remained on the roadway and whether the surface was safe for vehicles.

Highway 29 and Muscogee Road reopened after the primary cleanup. A smaller section of County Road 95A near Woodbury Place remained closed longer while contractors continued working.

The closures disrupted a major north–south transportation route through Cantonment. Restoring the roads was therefore one of the first priorities after the immediate emergency had been controlled.

Health and Environmental Questions

The dramatic appearance of the discharged material caused understandable concern.

Officials said the main immediate health risk was irritation caused by direct contact. Air monitoring conducted after the accident did not identify conditions requiring a public evacuation.

Health officials continued to advise caution. Residents were told not to touch the material unnecessarily and to wash any exposed skin.

Environmental teams tested surface water and monitored possible effects on plants, wildlife, soil, and drainage systems. Air monitoring continued during the cleanup to identify any change in conditions.

Determining the long-term impact required more than testing one sample. Investigators needed background measurements showing normal conditions and comparison samples from locations affected by the explosion.

International Paper also established telephone lines for health questions, property claims, and cleanup requests.

No Injuries Inside the Mill

The physical damage inside the facility was extensive, but no employee was injured.

This was especially significant because pulp mills normally operate continuously and contain workers, contractors, pressurized equipment, hot liquids, steam systems, heavy machinery, and electrical infrastructure.

The digester failure occurred during a period when mill operations had already been interrupted. That circumstance reduced the number of people exposed near the vessel.

Plant manager Brett DeJong later described the relief of learning that every employee had been located safely. Employees returned to the site within days, although normal production remained suspended.

Many workers were temporarily assigned to cleanup, inspection, maintenance, and recovery tasks while the company evaluated the damaged systems.

What Caused the Explosion?

The exact cause was not known during the first days after the accident.

International Paper later reported that the mill had experienced a power failure caused by a problem in its electrical distribution system before the explosion. The loss of power interrupted normal mill operations.

During the extended shutdown and attempted restart, gases accumulated inside the digester. Company investigators concluded that these gases, together with one or more possible ignition sources, created an unusual chain of events that produced the explosion.

The initial blast mechanically damaged the vessel and released its heated contents.

Investigators did not publicly identify one definitive ignition source. The central finding was that an explosive gas mixture had developed inside the digester under abnormal operating conditions.

The OSHA Investigation

The Occupational Safety and Health Administration investigated the incident as a possible workplace safety case.

In June 2017, OSHA informed International Paper that it would not issue a citation or financial penalty related to the explosion.

The agency confirmed that accumulated gases inside the pulp digester had caused the blast. It also reviewed the company’s proposed changes for reducing the amount of gas that could enter or remain inside the vessel during similar operating conditions.

OSHA encouraged International Paper to share information about the hazard with the wider pulp and paper industry. The Cantonment incident demonstrated that an uncommon combination of shutdown and restart conditions could create a risk not previously recognized at the mill.

The lack of an OSHA citation did not mean the accident required no corrective action. International Paper changed procedures and incorporated the lessons from its internal and third-party investigations into the rebuilt operation.

Damage to the Mill

The explosion destroyed or severely damaged the largest pulp digester and affected the powerhouse.

International Paper later placed the physical damage at approximately $50 million. Insurance covered much of the loss, although the complete economic impact also included interrupted production, cleanup expenses, contractor work, and delayed deliveries.

The mill produced lightweight containerboard used in corrugated boxes and specialty fluff pulp used in absorbent hygiene products. Both production lines served customers beyond Northwest Florida.

An extended shutdown therefore affected more than local employees. It disrupted supply commitments and required the company to adjust production elsewhere within its network.

Concern About the Mill’s Future

International Paper had operated in Cantonment since acquiring the facility in 2000. The mill itself dated to 1941, when it opened under the Florida Pulp and Paper Company.

By 2017, it employed more than 400 people and supported contractors, suppliers, trucking companies, forestry operations, and other local businesses.

The explosion immediately raised fears that the cost of rebuilding could cause the company to close the facility.

Mill management publicly rejected those rumors. International Paper said it was committed to restoring operations, although officials could not initially provide a precise schedule.

The company had announced plans several years earlier to invest more than $90 million in the Cantonment plant. Those plans included equipment improvements, energy-efficiency work, and measures intended to strengthen the mill’s competitive position.

Repairing the explosion damage became an additional major project.

Production Gradually Returns

The shutdown did not keep every production line inactive for the same length of time.

International Paper restored limited fluff-pulp operations approximately one week after the explosion. The containerboard process depended more directly on the damaged digester and required a longer repair period.

Engineers, construction contractors, mill employees, and outside specialists worked on temporary systems, inspections, repairs, and permanent changes.

On April 3, 2017, International Paper announced that the Pensacola mill had returned to full operation. The recovery came slightly more than two months after the accident.

The company said an independent third party had reviewed the incident and that the mill had implemented new safety procedures intended to prevent the same sequence of events from occurring again.

Why the Accident Remains Important

The Cantonment explosion became a notable case within the pulp and paper industry because of its scale and its unexpectedly fortunate human outcome.

A massive industrial vessel failed, part of the mill was heavily damaged, and process material was thrown into surrounding neighborhoods. Yet no employee, contractor, motorist, or resident was killed.

The event also illustrated how industrial incidents extend beyond the boundary of a plant.

Residents needed information about health risks and property cleanup. Police and transportation agencies had to close roads. Environmental officials tested waterways and air. Local leaders worried about employment and the future of the mill.

The response required cooperation among the company, emergency services, regulators, health professionals, contractors, and the affected community.

Lessons from the Cantonment Explosion

The investigation showed that industrial danger can develop during abnormal conditions rather than during ordinary full production.

A power failure, extended shutdown, and restart changed the environment inside the digester. Gases accumulated under conditions that had not previously produced a comparable incident at the facility.

This is why process safety must consider more than routine operation. Companies must examine startup, shutdown, maintenance, power loss, equipment isolation, and emergency recovery.

The accident also demonstrated the importance of communication.

During the first hours, residents saw dark material on their homes and vehicles without knowing exactly what it contained. Clear instructions about contact, cleaning, health symptoms, property claims, and environmental testing became essential.

Officials gradually replaced uncertainty with monitoring results, cleanup plans, and later investigation findings.

A Night Cantonment Did Not Forget

The International Paper mill had been part of Cantonment for more than 75 years when the explosion occurred.

Generations of local families had worked there. The mill supported the regional timber economy and remained one of the community’s most visible industrial landmarks.

On January 22, 2017, that familiar facility became the center of a large emergency. The blast darkened the mill, closed roads, covered nearby properties in pulp and black liquor, and placed its future in doubt.

Within weeks, the neighborhoods were cleaned and part of the plant was producing again. By early April, full operations had resumed. OSHA later closed its investigation without issuing a citation.

The physical recovery was relatively fast considering the scale of the damage. The larger lesson remained: complex industrial systems can produce unexpected risks, especially when normal operating conditions are interrupted.

Cantonment avoided the most serious possible outcome. Equipment and property could be repaired. Every person inside the mill returned home alive.
