In August 2017, the University of West Florida announced a partnership intended to change how students and professionals prepared for cyber threats. The UWF Center for Cybersecurity joined Metova CyberCENTS to establish the Florida Cyber Range, a virtual environment designed for practical education, training, testing, and research.
The platform gave participants a place to work through realistic cybersecurity situations without placing an organization’s actual network at risk. What Is a Cyber Range?
A cyber range is a controlled computing environment built for cybersecurity practice. It can imitate networks, servers, workstations, applications, and other digital systems while keeping the exercises separate from operational infrastructure.
The concept is similar to a flight simulator. A pilot can practice handling difficult situations without endangering an aircraft or its passengers. In a cyber range, students and professionals can practice identifying suspicious activity, responding to incidents, protecting systems, and recovering from simulated disruptions.
Participants are free to make decisions, test tools, and learn from mistakes. If an exercise damages a virtual system, the environment can be reset. The same scenario can then be repeated with a different strategy.
This approach provides advantages that are difficult to reproduce in an ordinary classroom. Cybersecurity is a practical field in which small technical decisions may have serious consequences. Reading about an incident-response process is useful, but working through a realistic scenario requires participants to apply that knowledge under pressure.

The Partnership Behind the Florida Cyber Range
The Florida Cyber Range was created through a partnership between the UWF Center for Cybersecurity and Metova CyberCENTS. UWF contributed its experience in education, research, curriculum development, and workforce training.
Metova CyberCENTS provided technology from its Cyberoperations Enhanced Network and Training Simulators portfolio. The company developed cyber simulators and range solutions that could reproduce computer and network environments for exercises and testing.
Combining those strengths allowed the partners to work on more than a technology platform. UWF could develop exercises, teaching models, and training resources around the environment. It could then study how those resources worked with students and professionals.
The partnership was announced on August 16, 2017. At the time, UWF described the range as a platform for advancing cybersecurity knowledge, technology, and practical skills at the regional, state, and national levels.
Preparing for Real Cybersecurity Problems
Cybersecurity threats do not remain unchanged. Criminal groups, hostile actors, and opportunistic attackers continually alter their methods. New software, cloud systems, mobile devices, and connected equipment create additional security questions.

Northwest Florida has a substantial military presence. The Pensacola area is home to Naval Air Station Pensacola and several organizations connected with aviation, training, communications, and national defense.
Cybersecurity is increasingly important to military operations. Modern defense systems depend on networks, software, sensors, logistics platforms, and communication technologies. Protecting those systems requires personnel who understand both technical security and operational needs.
The Florida Cyber Range gave UWF another resource for working with military organizations and the defense community. Exercises could support workforce preparation while creating opportunities for collaboration among educators, researchers, government personnel, and industry specialists.
The range also fit the region’s broader effort to build a cybersecurity workforce that included students, service members, veterans, and professionals changing careers.
Research, Testing, and Evaluation
Training was only one intended use of the Florida Cyber Range. UWF also presented the platform as an environment for research, testing, and evaluation.

Locating the Florida Cyber Range at UWF allowed the university to connect these efforts through a shared practical platform. A student exercise, professional workshop, public-sector course, and research project could use the same underlying environment while pursuing different goals.
The range strengthened the argument that Northwest Florida could contribute to cybersecurity not only by employing technical professionals but also by educating and training them.
From the 2017 Announcement to Statewide Programs
The Florida Cyber Range continued operating after its initial announcement. UWF incorporated it into cybersecurity education, professional training, competitions, outreach programs, and research.
It was used in exercises for students and educators as well as programs involving government personnel, first responders, veterans, military families, and other eligible participants.
UWF later received major grants to expand cybersecurity workforce programs. Courses offered through these initiatives used the Florida Cyber Range to provide hands-on activities in an online format.
The platform also became part of UWF’s Cybersecurity for All approach, through which the university developed customizable education and training for organizations with different schedules, goals, and levels of technical experience.
These later programs showed that the 2017 partnership was not limited to a single announcement or demonstration. The range became an enduring part of the university’s cybersecurity infrastructure.
The Continuing Value of Safe Simulation
